The latest World Bank Doing Business Report (2013) ranked Nicaragua 124th out of 189 economies. It is rather behind the regional average of Latin American and Caribbean countries, which were ranked at 100th and other comparable countries except Honduras, which were ranked at 127th. Among the 10 categories analysed by this report, Nicaragua perform relatively better in enforcing contracts, whereas paying taxes and dealing with construction permits are not favourable. Concerning the paying of taxes, Nicaragua has promoted among companies an electronic filing and payment system for major taxes since 2012. Although the governments have pursued a strict market- and export-oriented development model, Nicaragua has been facing significant structural constraints in controlling high levels of corruption as well as a weak institutional framework. The Corruption Perception Index (2013) in Nicaragua ranked 127th out of 177 together with Russia and Pakistan, and businesspeople working in Nicaragua found corruption to be the biggest obstacle. Government officials occasionally ask investors to cover costs associated with the supervision of a concession or business operation
