About ITC evaluation

  • Purposes of evaluation banner

    The main purpose of ITC’s evaluation function is to promote learning and accountability. In line with ITC Evaluation Policy (2015) and UN evaluation-related standards, guidelines and good practices, the Evaluation Unit aims to provide objective and independent assessments of ITC’s performance regarding to achieving the strategic objectives of ITC.

    The Evaluation Unit is organizationally located in the Office of the Executive Director (OED) and reports to the Head of the Strategic Planning, Performance and Governance (OED/SPPG) Section on operational issues. It submits the Evaluation Programme to the Senior Management Committee (SMC) for approval, and reports periodically the implementation status and results of the evaluation programme.

    To enhance the utility of the evaluations, the Evaluation Unit follows up on the implementation of evaluation recommendations, and presents the Annual Evaluation Synthesis Report and selected evaluations to ITC Joint Advisory Group (JAG), ITC management, staff members and other stakeholders. ITC also disseminate evaluation products through internal and external communication channels.

    Accountability

    In terms of governance and accountability, the Unit alerts the SMC on emerging issues of corporate significance identified in evaluations. It maintains a system to record management responses to all evaluations and to follow up on the implementation of the evaluation recommendations that have been accepted by management.

    Learning

    To promote evaluation-based learning, the Evaluation Unit disseminates evaluation findings and recommendations through regular publication, events and following up systems, and produces Annual Evaluation Synthesis Report on the findings and recommendations of individual evaluations. In terms of knowledge building and organizational improvement, the Unit maintains a publicly accessible repository of evaluations.
    Besides, the Unit contributes to the preparation of the Strategic Framework, the Programme Budget, the Strategic Plan, the Operational Plan and other planning activities, by conveying lessons learned from evaluations and providing critical evidence and reflection on the achievement of corporate goals and outcomes.

    Communication

    The Unit contributes to the promotion of the work carried out by the ITC: an evaluation provides an independent and objective view of the performance and achievements of a project, programme or policy. It offers an all-embracing and comprehensive view of the object evaluated, and helps remove ambiguities that were, for instance, previously questioned by donors or partners.

    Capacity building

    The Unit builds knowledge of good practices standards and approaches for evaluation management in ITC with a view to enhancing organizational and staff capacity in monitoring and evaluation and in promoting an evaluation culture in ITC.
    The Evaluation Unit also plays a capacity building role in the field of the evaluation of trade-related technical assistance. It strengthens countries’ evaluation capacity and their involvement in evaluations through country-led evaluations using in-country professional resources.


    Evaluation policy and guidelines

     

    The ITC Evaluation Policy 2015 was developed in line with the practices promoted by the United Nations Evaluation Group (UNEG) and the recommendations of the external Independent Evaluation of ITC (2014) and the Office of Internal Oversight Services (OIOS) Programme Evaluation of the ITC (2015).The 2015 Evaluation Policy builds on and supersedes the ITC Evaluation Policy of 2008.

    The purpose of the Evaluation Policy is to contribute to improving the performance and results of ITC in delivering trade-related technical assistance. It aims to create an enabling institutional environment for enhancing the strategic alignment of the evaluation function to ITC’s development goals, upgrading
    the quality and utility of evaluation services, and expanding the evaluation coverage of ITC’s operations.

    The Evaluation Policy sets general principles, standards and process for the evaluation function of the ITC, which includes independent evaluations conducted by the Evaluation Unit and self-evaluations managed by the respective operation units. The Evaluation Policy provides policy guidance on the practice and use of evaluations, self-evaluations, impact surveys, impact stories, and other performance measurements to serve management decision and policymaking. For donor-sponsored evaluations related to ITC operations, ITC coordinates with donors in planning and provides customized technical support and collaboration.

     


    The UN General Assembly

    “...encourages all United Nations organizations involved in operational activities for development that have not already done so to adopt, as appropriate, monitoring and evaluation policies that are in line with system-wide norms and standards and to make the necessary financial and institutional arrangements for the creation and/or strengthening of independent, credible and useful evaluation functions within each organization.”


    Evaluation work programme

    The Evaluation Unit is responsible for developing an Annual Evaluation Work Programme including an agenda for independent evaluations and a provisional budget forecast based on consultations with the ITC management, the divisional directors and other stakeholders, ensuring that the evaluations provide strategic and representative coverage of ITC activities, and also in response to emerging issues that the evaluation function may identify.

    It manages the execution of the evaluations of ITC projects and programmes, work in specific countries or regions, tools and methodologies, policies and strategies and critical internal processes. It supports project and programme managers in carrying out self- evaluations as well.

    The Unit ensures quality assurance for evaluation through developing and implementing a common set of Evaluation Guidelines that operationalize the Evaluation Policy and defining rigorous evaluation methodologies in specific evaluations.
