Regular and Emergency notifications
An overview of the differences between regular and emergency notifications:
- Regular notifications: recommended comment period of 60 days, while emergency notifications have no comment period.
- On the emergency format, need to identify the nature of the urgent problem, and where appropriate, give the period of application.
What if a measure does not respond to an emergency situation, but the
measure is already in place at the time of notification, so that there
will be no comment period? It should be a regular notification, because
the notification itself is urgent, not the problem that it deals with.
Where urgent problems of health protection arise, or threaten to arise, new measures can be introduced without advance notification, subject to:
- immediate notification including objective, rationale, and nature of problem
- copies on request to other Members
- discussion of written comments with other Members, on request
- comments and discussion to be taken into account
The second format is for emergency notifications. These are used when “urgent problems of health protection arise or threaten to arise for a member”.
The first 7 items of Emergency Notification are the same as on the Regular format.

If it is necessary to charge for documents supplied, the amount of the charge should be indicated.
