Infrastructure is critical

"Service exports are critically hinged on infrastructures power, telecommunications, etc. In the highly indebted countries, provision of infrastructure is a great problem because of debt overhang.

For example, in Nigeria, 22.5 percent of federal revenue is devoted to debt servicing. We are left with something paltry to build these infrastructures. If these countries are to provide this infrastructures, they have to have debt relief. As it is now, many of the brightest people in IT leave the country and are exporting services to Nigeria rather than the other way round."
