Delegates felt strongly that governments should not hamper the development of new services. Specific recommendations to governments, include:

• enhance computer literacy and training  
• provide a conducive legal and fiscal framework (e.g. adapt labour laws to allow 24 hour, 7 day working)  
• encourage ISP start-ups
• open up telecom services to competition
• ensure the development of efficient certification and standards services
• government to lead from the front by making public services available through the Web
