Strategic Considerations
Is there such a thing as 'best export
practice' with respect to developing
international competitiveness
at the enterprise level
in the global ICT
market ?
The mobile communications sector contains
three key elements:
- Infrastructure. It requires a large input
of local resources
(for installations,
maintenance, etc.), therefore a shortage of skilled
local people is a
major delaying factor in growth.
Devices. There are fewer
and fewer producers of the core product (mobile
phones, etc.). The
potential market is in all the accessories (bags,
holders, printing
manuals or guides, etc.).
Applications and content. These are usually
customized solutions to
users' needs, often of a
very local nature. Many of these inventive
solutions have a
potential for export û either as they are or in slightly
adapted versions.
Example: Payment systems in countries
where many customers
do not have a bank account.
Governments can gear ICT-oriented export
policies to provide support such as
education, finance,
promotional assistance, etc. in areas with strong export
potential.
