The discussion in this session brought forward several
ideas that governments, corporations and international
institutions could act on.
Government level
1. Enhance
awareness of the "rules of the game" in the digital economy.
2. Assess the
business potential in the ICT sector of the country and its industry.
3. Narrow the
gap between the public and private sector in national ICT strategy development.
4. Create a
business environment conducive to the digital economy and increase transparency in
business policy-making.
5. Encourage
venture capital funds to support small and medium-sized enterprises (SMEs) through
incentives.
6. Initiate
and support ICT technology parks and incubators to promote cluster-based industry.
7. Train government
officials in e-governance.
Corporate level
8.
Concentrate on core competencies.
9. Increase
partnerships with transnational corporations as a subcontractor or tied vendor.
10. Focus on contract manufacturing and assembly
operations.
11. Concentrate on niche markets.
12. Promote best practices by deploying proven enterprise
resource planning techniques.
13. Concentrate on markets for back-office operations,
i.e. content creation, data conversion, multimedia applications.
14. Use e-broker practices to promote SMEs to global B2C or B2B
relations.
International
institutions
15. Facilitate developing country access to markets
through creation of portals for commodities, manufacturers, technologies and services.
16. Provide advice and consulting services to government
authorities and local business communities on e-services strategy.
17. Start consultations on barriers to trade in the IT
sector.
18. Support establishment of regional and global ICT
exporter associations from developing countries to bring the "voice of business"
to policy-makers.
19. Establish a global fund for ICT development to bridge
the digital divide between countries.
