Kyrgyzstan: Improving the international competitiveness of the textile and clothing sector (GTEX)

    Objective

    The Kyrgyzstan project is developed within the framework of the GTEX programme and is fully aligned to the programme’s approach and strategy. The project will assist Kyrgyz TISIs to improve and sustain their operational and managerial capacities further to offer a wider range of quality services to SMEs in the T&C sector.

    Support will be provided to TISIs through training and advisory services in sector-specific business areas where relatively stable demand from SMEs is already observed, as well as in the areas where demand from SMEs is foreseen in the near future. Building upon the achievements of previous ITC interventions in the T&C sector in Kyrgyzstan the project will continue to support selected SMEs by connecting them to markets and value chains. This assistance will be provided jointly with local TISIs enabling them to gradually take over the provision of this service.

    The project will place particular focus on enhancing women’s economic empowerment to ensure equal opportunities for women. As a labour intensive value chain with a high share of female employment, the T&C sector provides significant potential for social inclusion of women, increasing their earning opportunities and revenue.

    The project will ensure the propagation of environmentally friendly production methods during its training sessions and technical assistance to both enterprises and TISIs.

    Sector Context

    The Textile and Clothing (T&C) sector is one of the most important exporting industries in the Kyrgyz Republic and a Government priority, as indicated in the Export Development Plan for 2015-2017. The sector employs about 150,000 people (informal workers). Over 90% of the workers are women, and the majority of enterprises are women-owned. There are 128 registered companies and 4,000 micro/small workshops and ateliers predominately in the clothing industry; only a few of them produce value-added products with their own design and marketing. Kyrgyz textile products are predominantly exported Kazakhstan, Russian Federation, Turkey, China and Vietnam.

    The country has gained the interest of foreign investors as an attractive location for T&C production intended for the Eurasian Economic Union (EEU) market with more than 180 million consumers.

    In 2016, the Kyrgyz Republic entered the European Union’s GSP+ (Generalized Scheme of Preferences Plus) preferential trade scheme. The Kyrgyz Republic is exempt from duties when trading with the EU on more than 6,000 categories of products, including textile and apparel products.


    Beneficiaries

    The current project will assist Kyrgyz TISIs to improve their operational and managerial capacities thus enabling them to offer a wider range of quality services to SMEs in the T&C sector. The beneficiary TISIs will include sectoral associations, the newly established Agency for Investment Promotion and Protection (IPPA), as well as other business support organizations, such as local consulting companies and the Chamber of Commerce and Industry. Support will be provided to TISIs through training and advisory services in different sector-specific business areas to offer relevant and quality services to SMEs. The managerial capacities of the selected institutions will also be strengthened to ensure efficient operations.

    The project will also assist in establishing and strengthening links and partnerships between academia and industry through, for example, student placement schemes, provision of consulting services, continuous professional education programs, etc.

    The project will continue to support selected exporting and export ready SMEs by connecting them to markets and value chains. This assistance will be provided jointly with local TISIs enabling them to gradually take over the provision of this service.
