The work plan defines for each programme the human resources involved, their roles and the timing of interventions. The work plan is drawn from the programme plan where all activities are described. The programme management needs to decide workpackages per person and assign who is going to perform what and when.

Work plans are best managed by using Gantt charts, showing the tasks, their timing and the responsible people involved.

After establishing all work plans, the management of your institution will have to verify the overall work load and feasibility of assignments for all staff. After checking that the planned staff resources are available and used in a reasonable way, top management will communicate the final work plans to the staff who should be given the opportunity to discuss expectations or upcoming issues with their managers.
