E-Trade Bridge (ETB) Phase II aims to assist enterprise managers to make informed decisions about why and where they should be using Information and Communication Technologies (ICTs). This is called "bridging the use-divide©". ETB is integrated into Enterprise Competitiveness programmes to build national capacities for training and consulting in management and exporting.

The use-divide refers to the underutilization of ICT by SME managers even when there is adequate telecommunications infrastructure and access. Research findings indicate the reason for this is the inability of SME managers to make rational choices concerning e-solutions.

The use-divide concept was discussed and was identified as a critical area for technical cooperation by the participants of the preparatory phase of WSIS II in both Guatemala and Tunis.
