Improving Trade Support Programmes: What? How? and Who?

ITC's third e-discussion forum in 2001 on Small and Medium Enterprises started on 13 August. In the first two days, it focused on the proposition below:

INTRODUCTORY PROPOSITION

National trade support programmes must assume three roles:

  • They must assist the exporter to exploit existing commercial opportunities.
  • They must encourage non-exporters to enter the international marketplace.
  • They must promote new areas of international competitiveness.

The longer-term and more challenging roles of developing new exporters and export sectors have traditionally been given less emphasis in developing countries and transition economies.

  1. Which of these roles should have priority and what are the key programmes required?
  2. Should the development of new export products be of concern to an SME manager? As an SME manager, what programmes would you like to see put in place?
  3. How should existing programmes be improved?
  4. How should these programmes be implemented, and by whom?
