The plan envisages the general long-term objective of becoming a major productor of medium- and high-tech products for the Euroasian region, through an increase in competitiveness, efficiency and value-addition, and thus improving the country export share in the world economy. In order to achieve these goals, the plan outlines three strategic objectives: 1) to increase the weight of companies that can continuously improve their skills; 2) to increase the weight of mid- and high-tech sectors in production and exports; 3) to carry out a transition to high added value products in low-tech sectors. Hence, the plan puts forward horizontal and sectoral industrial policies: the former dealing with business environment, technological and human resources development, environment, trade and investment, access to finance, infrastructures and regional deveopment; the latter focusing on specific industrial sectors and sectoral competitiveness analysis.

It sets the foundations for the achievement of this goal focusing on improving human capital, providing information and market intelligence, aligning collaborations between public, private sector and NGOs and ensuring efficient strategy governance. In turn, these baseline measure will allow to establish Turkey's positioning within the global market, improve technology and infrastructure and enhancing the legislative structure supporting trade. The strategy identifies key sectors and target markets to focus on in order to achieve specific targets.
