The latest World Bank Doing Business Report (2013) ranked Brazil 116th out of 189 economies. Among BRICS countries (Brazil, Russia, India, China and South Africa), Brazil is behind all of the others apart from India in Doing Business (ranked 134th). South Africa is leading the group (ranked 41st), followed by China (ranked 96st) and Russia (92th). Among the 10 categories analysed by this study, on the one hand, Brazil excels in getting electricity, ranked 14th. Recently, Brazil's installed capacity and power generation output grew faster than electricity consumption, 70 per cent of which is produced from hydroelectric sources. While state-owned companies still play an important role, private-sector participation in the electricity market has been expanding through Government auctions and concessions. On the other hand, its performance in paying taxes lags behind. Brazil has a number of internal taxes and the application varies depending on the product type, the competent sub-federal authority, and the importer's tax regime status, which makes Brazil's tax system complex. Although several tax reform plans have been proposed, congressional action has not been taken yet. Nevertheless, Brazil has granted tax benefits to special economic zones, for example, Manaus, in order to accelerate the industrial development and to attract foreign investment. One of the main requirements of the benefits is observing the Basic Productive Process (PPB) criteria, for which firms need to undertake agreed local manufacturing steps for specific products, and provide a detailed description of inputs used in the production of manufactured products.
