Ms Pouye recently managed Senegal’s Millennium Challenge Account with the Millennium Challenge Corporation (an initiative of the United States Government to increase growth and reduce poverty). It included the development of a proposal to build a $500 million economic and industrial complex, expected to be in the final stage of approval by 2007. Previously, she was Minister of Small and Medium-Sized Enterprises and Trade in the Government of Senegal, with responsibility for trade negotiations, export promotion strategies and assistance strategies for small and medium-sized firms.

Ms Pouye began her career in 1984 with Ernst and Young International as an Auditor. She then joined Citibank Dakar as Chief Financial Controller. Her positions with the bank included those of Resident Vice President and Group Vice-President as Director of Cash Management and International Trade Department. Then she became General Administrator of the Economic Promotion Fund, put in place in 1991 by Africa Development Bank and Government of Senegal for funding banks to finance SMEs.

Ms Pouye studied economics, management and business administration at the University of Paris IX Dauphine and has a specialization degree on Enterprise Management at Enterprise Administration Institute (IAE) in Caen, France.
