    Ministry of Commerce and Industries (MoCI)
    MOCI’s mission is to encourage growth through the development of appropriate policies and regulations, and the facilitation of private sector production and trade. The project is assisting MoCI in the development and implementation of a National Export Strategy and cross-functional strategies (i.e. quality and SPS); National Trade Policy as well as on the trade facilitation side providing support for the implementation of the WTO Trade Facilitation Agreement including categorizations, notifications. It will also strengthen the technical capacity of officials on trade policy issues (through the implementation of an intensive training program as well as shorter targeted trainings on pressing issues). MOCI is being supported in implementing stakeholders consultation processes on pressing trade reform / trade negotiation issues. In doing do, the project also aims to support MOCI in strengthening the mechanisms for effective stakeholder engagement.

    Ministry of Agriculture, Irrigation and Livestock
    MAIL is an Afghan government entity focused on achieving food security and economic growth through the development of agricultural production and productivity, economic regeneration, and natural resource management MAIL is designated as the National Enquiry Point for the SPS Agreement; as Codex and IPPC Focal Points. The project will assist to review the roles and responsibilities of the key institutions dealing with SPS such as MAIL in the area of food safety, plant health and animal health and quality-related infrastructure (i.e. laboratories). The project will facilitate the design and implementation of the cross-functional strategies within the NES in the area of quality and SPS and implement identified priority interventions at MAIL related to training and capacity building.

    Afghan National Standard Authority (ANSA)
    ANSA is the sole standards body in Afghanistan. It was established in 2004 by the Presidential Decree 952 under the Ministry of Commerce and Industries which was the cornerstone for the establishment of a standard body. ANSA is mandated to approve national standards and conformity assessment procedures; and for development of metrology system and providing conformity assessment services. ANSA is the National Enquiry Point for the TBT Agreement. The project will assist to review the roles and responsibilities of ANSA as a key institution dealing with TBT. The project will facilitate the design and implementation of the cross-functional strategies within the NES in the area of quality and SPS and implement identified priority interventions at ANSA related to training and capacity building (in standardization, technical regulations, conformity assessment, and metrology).

    Ministry of Public Health

    Has the mandate to prevent ill health and achieve significant reductions in mortality in line with national targets and sustainable development goals and to reduce impoverishment due to catastrophic health expenditure. The project will assist to review the roles and responsibilities of the key institutions dealing with SPS such as MoPH in the area of food safety, plant health and animal health and quality-related infrastructure (i.e. laboratories). The project will facilitate the design and implementation of the cross-functional strategies within the NES in the area of quality and SPS and implement identified priority interventions at MoPH related to training and capacity building.

    Heart of Asia-Istanbul Process (HoA)
    The Heart of Asia-Istanbul Process (HoA) was founded on November 2nd, 2011 in Istanbul, Turkey. The Heart of Asia provides a platform for sincere and results-oriented regional cooperation by placing Afghanistan at its center, in recognition of the fact that a secure and stable Afghanistan is vital to the prosperity of the Heart of Asia region. This platform was established to address the shared challenges and interests of Afghanistan and its neighbors and regional partners. The Heart of Asia is comprised of 14 participating countries, 17 supporting countries, and 12 supporting regional and international organizations. This project aims to further assist this commitment.

    Regional Economic Cooperation Conference on Afghanistan (RECCA)
    RECCA is a forum that has been managed to promote stabilization in Afghanistan and South and Central Asian regional economic integration. RECCA has played a significant role in bringing greater attention to the importance of regional cooperation in socio-economic development. The Afghan Government commits to reforms and renewed partnership, presenting a reform strategy built around regional connectivity, good governance, and investments in productivity. Central to this strategy is economic cooperation between Afghanistan and the region through increased transit trade, energy and investments that will contribute directly to prosperity and stability into the region and beyond. The project aims to further support this commitment.

    Private sector

    Afghanistan Chamber of Commerce and Industries (ACCI)
    ACCI represents over 90% of the total Afghan work force. ACCI is headquartered in Kabul and operates 27 branch chambers in 25 provinces. Its current membership exceeds 65,000 companies and 244 business unions, association and cooperatives who represent a vast majority of the total Afghan workforce. The project is assisting ACCI and their membership to effectively articulate business views policy and regulatory reform. It is doing this by 1) building the technical capacity of their staff and representatives to better understand business opportunities and challenges of policy options; 2) Supporting empirical research to back up technical capacity building; 3) Creating opportunities for consultations with government on trade policy issues. ACCI will also be supported to provide outreach trainings to the private sector on a range of issues (trade facilitation, meeting product quality standards, effective advocacy techniques, etc).

    EU

    Delegation of the European Union to Afghanistan
    European Union Delegation to Afghanistan aims at enhancing relations between the EU and Afghanistan. The EU delegation in Afghanistan present, implements EU policy, reports on policies and developments and also negotiates following its given mandate.

    Other

    Enhanced Integrated Framework, Afghanistan
    The Enhanced Integrated Framework (EIF) is a multi-donor programme, which helps least-developed countries (LDCs) play a more active role in the global trading system. The programme has a wider goal of promoting economic growth and sustainable development and helping to lift more people out of poverty. The project is working with EIF to utilise structures/resources that are existing/being proposed by the EIF
